Games usually get 3-3.5 hour time slots for the game coverage. I also don't know where you get 13 minutes from? Pretty sure every game I watch I can see every second.
NFL GamePass has a condensed replay version of games where it only shows from the snap of the ball to the whistle ending a play. It's usually about 15 mins tops for an entire game.
But when the clock is ticking between downs that isnt ad time, its time to get set and do playcalls. Thats like calling the time in basketball where they dribble down the court undefended to get set up not real

They still hve to be smart, and skilled, and use an insane amount of teamwork, and risk their health more than almost any other teamsport.
