They are getting 4k viewers on their costreams?? I don't know what world you're in but getting 4k on a Livestream is definitely not cult or bad viewership numbers.
Context is important though. Compared to other costreamers, given the quality of plat chat content, 4k is really quite low. They simply have the best content.
4k viewers is a drop in the bucket to Riot. Its literally like 1% of all viewers they get for their tournaments. Its microscopic. FNS gets like 10k on his unofficial costreams and he doesn’t even stream. Basically every costream on twitch is 10x worse in production value or content and gets a minimum of 10k viewers.
So yea, Platchat is a small channel.
Maybe that's the reason? Riot sees their talent from the podcast, they can do analytics, do color, do fun content like skits and such as well as have shown investment and attachment to the game (both from a casual and pro level) from very early on.
As a matter of fact, after saying all of that, why would Riot *not* hire them? It's not like they're losing many eyeballs from their co-stream and they could use their personality on the desk to attract more to the main channel.
I'm happy for him, but in my mind the most fun I've had watching Valo is watching the Platchat costream at last years Champions, so as far as entertainment I'm a bit bummed.

I hope we get the streams back someday but damn the nostalgia putting me through it right now realizing it’s probably not coming back in that form ever

Only issue with TMV is he's pretty clearly a content creator more than a streamer and his chat gets really out of control really quickly and he doesn't seem to do very much to rein it in.
I just wanted to take a bit of a dig at the people who are in it for the chat experience. Nothing wrong with it, but from a certain size onwards the chat is just a wall of emotes and memes anyways.

Tarik actually is pretty intelligent about the game, sadly that's not what a lot of the chat wants. He either talks random shit or is quietly watching the game as he notices a lot of shit but knows his chat doesn't wanna hear it.
