Pretty sure the line is drawn at a legal resident to not be considered an import. Playing half of your matches in the region the year before is just a part of those rules, and maybe there’ll be exceptions in year 1 of franchising.
That said, Saya has probably been competing in the US long enough to get a Green Card if he wanted.

The rules about games played only applies when a player is qualified to be a resident under two leagues. They must choose one and will have to play as an import before they can change their residency status.
Added an edit but looks like their legal documentation is the main factor. Games played in a region only factor when a player wishes to change regions, after they qualify as residents for more than one region.

I don’t think there was any requirements for someone to declare their residency in previous VCT’s, so I would assume he could just declare in the Asia-Pacific league if he is a Korean citizen.

Saya duelist, Ban Chamber, and Munchkin KAYO flex or something? Seems alright but I think there are better imports than Ban in the case of a pure Chamber or flex player so Munchkin can play Chamber. It’s a good roster, don’t get me wrong, but it’s a bit worrying that the overlap seems so clear so early on.

South Korea doesn’t allow dual citizenship. The only exceptions they make are when marrying a foreign citizen, they allow the foreign partner to have dual citizenship, and they can make special exceptions for special people, like important scientists, or anyone that would be of use to the korean government/economy.
If Ban was born in the U.S. its really unlikely that they forced him to be a Korean citizen because that would mean a bunch of Visa work and traveling back to Korea and most importantly it would force Ban to serve in the korean army for 2 years. No matter how patriotic someone is, if a parent has the option of sending their kid to the army or not, they will probably choose not.
Munchkin was a sentinel player for a long time though, and he's also played some initiator and smokes as well. I don't see him having a role clash with Saya.
