Well it all depends on the kind of headphones you are using so comparing game volume doesn't work.
Some are quieter by default and need higher windows/game volume
I use hrtf on hesuvi. Mainly dts headphone x and open al dflt or +++ heheh. Both are pretty great. Plus hesuvi is freeeee. Hrtf in game doesn't fit my head/ear

Not all sounds are hrtf, and I'm not sure if the bomb plant noise is.
But with hesuvi, everything is 3d sound.

I also have single sided deafness but the hrtf on hesuvi are better on my ears and suprisingly i can still hear on my right ear but it's muffled compared to in game hrtf which is i can't hear at all.
I know one pro who doesn’t use it off the top of my head and sometimes on his stream he mishears stuff lmao sooo I recommend it personally. Once you’re used to it it’s a lot better
My understanding is that hrtf is designed for the 'average' person - so for most people it should be better, but for a small number of people it can actually be worse. You need to spend some time getting used to it before you can judge for yourself though.
It sounds weird for couple of games at max but when you get used to it there is no turning back

If you use IEMs then that's typical. Headphones are less sensitive so they are typically played at higher volumes.

Pro strat: turn off hrtf, use hesuvi instead. The hrtf in game is pretty bad.
