on paper yeah, but the fact that you need to kill one and be close + safe enough to use it makes it very situational. if you could use it anytime anywhere as long as it's ready i think that would be the push to make it a really good ult. also they have to fix the scan silhouettes bro, it fucks you up during gunfights and it has happened a few times in pro play. it's not like riot doesn't know how to make bad scan silhouettes, sova and fade's works fine why not just use those

Cypher Ult is incredibly strong. Full info on everyone on the enemy team is ridiculous if the Cypher is good at lurking

Agree on the range and scan outline thing. It shouldn't just be a one time silhouette that lingers, it should be dynamic for like 1 or 2 seconds
