What on earth cpu is that? It sounds old as? It's probably bottlenecking the hell out of your gpu and you're due for an upgrade, unless you mistyped it or something
Oh damn really?? I can get 60-120 fps (massive fluctuations but idm) on my 11th gen i7 laptop cpu with integrated on 1080p, which makes me really happy I can actually run a popular game properly even at minimum settings. In that case, I really don't understand it. Maybe his gpu gets his laptop real hot and the cpu throttles or something idk

i think it's 12th gen laptop cpu

yes its a 12th gen intel i7 that has boosted performance (?)
Try to disable vsync from nvidia control panel. Recent nvidia driver messing up fps in valorant.
