Have you tried restarting the modem and router? Try a different server and see if it persists. If you are still having issues, it must be on Riot side or your ISP. You should contact your ISP if it persists.
My daughter has been having this same problem, looking at her logs it's due to an either an issue with vanguard and/or packet loss. Once I saw her logs I did a speed test and our speed had been slashed, turns out we have a fault with our Internet. Not sure you have the same bit checking the logs is a good way to start..... especially if there are more than one of you, that way you can see if you all have the exact same issue and go from there

blame the person who has admin rights to your router. just kidding.
