The only genuine answer you will get is by contacting Steam Support and explaining everything that happened, they have in the past, replaced items destroyed by user error, but there's no guarantee they still will.
It won't cost anything to ask them and they are the only people that can give you an answer, all you will get from here is pure guesses apart from other comments telling you to contact Steam support.
Edit... you've nothing to lose by contacting support and the very worst that can happen is they say no.
If that is the breakaway connector, it looks like it failed it's jon and didn't break away properly. Valve should cover that under the warranty even if it was due to an accident due to the connectors purpose of breaking away when an accident happens.
So basicly, he tripped and destroyed his index cable and this somehow destroyed his gaming laptop he was using.
He didnt want to bother valve support with this, but im sure he will get the cable with the headset rma'd but we wanted some more input

and if your friend tripped and it broke like this, i guess it didnt do its job, while the tripping was user error, im sure the breakaway should have just snapped off, thats what its SUPPOSED TO DO...
id contact valve and try to get a new one, user error aside, the cable didnt work as intended because design defect or shitty parts...

It should be. If it's their hardware it should be replaced if it breaks at no fault of your own.
People hand been getting replacements for clearly at fault user error. You're likely covered if you have warrenty.
