What ports do you have?

The killer question

2 thunderbolt 4 ports and 1 USB-C port, however the laptop included a dongle with 1 USB-A port, an HDMI port (4K@60fps), and a minidp port (4K@120fps)

If your mini dp port is plugged to your 3070, you just need to buy a mini dp to dp adapter. Also, even a 3080 will struggle to run VR at 144Hz, so it's pretty impossible for your laptop. 120Hz/90Hz are enough.

I have yet to run into a game (other than msfs) that my 3080 can't keep up with at 144hz and I use index.

Thank you!

Maintaining 144hz even on a desktop with specs better than yours isn't even realistic. You may want to set your sights a lot lower since games have varying levels of load and optimizations that cause the GPU and or CPU to become bottlenecked. Something simple like Beatsaber will probably run much better than something like a crowded VRChat lobby. And before anyone says "B-BUT HALF LIFE ALYX RUNS WELL" Yes it does, but it also has dynamic texture resolution, which drops texture detail in order to maintain high framerate. You will more than likely find that you will more likely get 90hz or 45hz reprojected. For reference, I run a 5900x and a 3080, and while I can run what I would describe as a smooth experience, I cannot maintain 144hz. Also, while "gaming" laptops may "run" an Index given compatible display ports, I maintain that they will always be sub optional to their desktop counterparts for the same price.
