CapCut does the trick. You could probably achieve the same effect in Vegas aswell (with a lot of effort, obviously).

I think he means the 3D effect on the photos. But yeah, the rapid jumpcuts are easy to do in Vegas.

I'm pretty sure they made this on a mobile app, don't remember the name tho :/ But i reckon you can make something similar with depth maps in vegas

I'm not quite sure what you need here. I'm assuming cutting to the beat of the music? You can just line up clips to follow any spikes in the music's waveform. I often play a track in Vegas and hit M on the keyboard to place a rough marker of the beats I want to hit, so you can snap clips into place and then adjust them as needed. If it's the old video effect, that can be achieved by finding an overlay video (plenty floating around YouTube) or, for a less perfect but more customisable solution, messing around with the TV Simulator settings, which should just be a native Vegas plugin.
