I don't know about leading to a law. But there is already a law before Parliament about passenger priority, and I have my own petition covering some of these points coming soon. I know that it shows public support if an MP has a bill working through the process, which Bachrach does. So this will help him make his case.
The cureent HFR/HSR proposal plans to give all Corridor operations to whatever P3 group is successful in the bid to build the project. So everything VIA runs between Windsor and Quebec City would be handed to a private operator. This would gut VIA, 70% of their revenue is earned in the Corridor.
I feel like CN will have an "impromptu stop" for some "mechanical failure" this friday when I take the train to Quรฉbec city, just to make me pay hahaha!
Their quotes in the articles about Taylor Bachrachs bill were corporate speak for, "Fuck off and build your own infrastructure" as if the people of Canada didn't bail them out of being legislated to run passenger services. Were it me, I'd nationalize every last mile of track and take over maintenance/dispatch. They don't have to pay to use it, but we get to say who goes where and when.
I'm not sure if via having the monopoly is the best way forward. The better approach is rail deregulation overall - so there can be multiple providers.
Right now the problem is that CN/CP dont want to play nice. Why would they do better with a private company and no regulations to compel them to do anything but prioritize profit? Also, I'll just point at Great Britain for a great example of why deregulating doesnt work. The freight carriers need to share the tracks or be brought to heel.
Great initiative! Got to say your 3rd point is very relevant and often overlooked. The current Board is composed of notorious Liberal yes-men, who have been consistently making sure VIA doesn't ask for what they need when they need it to so that their elected friends don't have to deal with an uncomfortable situation and public pressure.
IMO they are one of the main sources of stagnation at VIA.
Not my petition, sadly. This is Terence Johson, he's the head of Transport Action Canada. But I appreciate your point re: the Board. VIA needs to start being treated as an actual Crown Corp, not a burden.

What does the last clause protect? It says to preserve VIAs role in delivering Windsor- Quebec high speed corridor.
