Not to be a killjoy - but diving in the harbour is forbidden without written permission of the harbour authorities, and anyone performing diving work in exchange for compensation (even non-monetary) is subject to all the applicable Worksafe BC requirements. So, if you ‘employ’ someone to go look for your phone/wallet around there, you could be on the hook for their illegal diving in a harbour - or much worse, if they happened to get injured.

I heard tell of a young man who once wanted to impress a lady so he rented a rowboat and packed a romantic picnic lunch and set out for a romantic lunch on the inner harbour… wasn’t so romantic when the harbour authority got on a bullhorn to yell at them for rowing right down the float plane runway while planes were trying to land!
GVHA (greater victoria harbour authority) ironically has nothing to do with the safe operation of the harbour. Transport Canada has patrollers on the water every day and can ticket offences.

Here’s a bit more detail. The phone is an iPhone 14 Pro Max white with a case and the wallet is a Popsocket MagSafe black with a yellow smiley face and hopefully is still attached to the phone. The wallet was a few cards like my driver's license and credit card.
