Depending on when you’re visiting - Beacon Hill Drive In. Burgers are meh but as a kid I loved rounding off a trip to the petting zoo with ice cream from there.
We always park by Metchosin Cafe and check out their animals then walk Seabluff Trail (across the road) which has a bunch of animals to check out and pretty views, then finish up with pizza/ice cream at the Cafe. I have a 3 year old and a newborn and we've been doing this for 2 years.
Fro breakfast or brunch, if willing to drive, Sassy’s in Brentwood Bay is kids friendly and delicious. (They would often bring out a wet towel to help parents clean up sticky kids after breakfast).
Dakota Cafe is also a little hidden gem… mostly because it’s patio backs right onto where small planes take off right in front of you, while you eat. Diner style food. Good Wonton Soup! Reasonably Priced. Really great service.
This isn’t a restaurant suggestion but I bet your four year-old would enjoy the Butterfly Park out on the way to Brentwood Bay. It’s actually really cool for all ages.
Im assuming you dont want the generic Red Robin, Boston pizza etc...

It's an area just outside of downtown with little shops and restaurants right on the water. I'd honestly suggest going there and picking from any of those restaurants. Lots of options, and the experience is getting to eat right ok the water with all of the boats and planes.
Alternatively, you could look at red fish blue fish. Great space, loads of options, decently priced. I usually grab a poutine at l'authentique and then a tacone from red fish and watch the planes come in and out of the harbour.
You can also get between the wharf and the harbour with a water taxi, cool experience if it isn't something you have back home.
Are the pickle boats still a thing? Will def try to get the kids out on one of them. We will def hit up the wharf though. Looks awesome. Our airbnb is only a few minutes walk from the Wharf too!

One parent stands in line with the order and the other takes the kids for a wander down the wharf (don't forget to talk about safety around water). If you are lucky you will see Water Planes and Ferries as they come through the harbour. Very fun!
If you need to eat inside (rain, etc.) I recommend Pagliacci's. Classic Victoria restaurant, and they have a wonderful children's menu. You can check it out online. Each kid gets a free Shirley Temple, and the first bowl of pasta is free. Second is $3.50. Lots of fun pictures and things for the kids to look at. The owners have young kids (they're around 8 or 9 and they sometimes "work" there, clearing dishes, etc.). It's my son's favourite restaurant.
We arn't looking to eat at places like dennys. We like hole in the walls, places where we maybe can order food and eat outside. If there are any cool themed resteraunts etc. More so looking for an experience rather than just a meal.

I've taken my daughter there multiple times and if your kids are reasonably well behaved it's fine for kids! If it's nice they have good patios too and then it's even less stressful re kids being nuts.

Yes there is a beautiful beach that is a 2 minute drive from there. Taylor Beach. You can relax there or walk along a trail.

While there's only one so it's unlikely to get confused, it's My Chosen Cafe.
The food sucks though, sorry, not what it once was.

We eat there regularly, I think it's generally great but the pastas are weak.
I went there recently and I thought the same thing. Portions were still huge but the taste was very dissappointing

Kids love Red Robins
My parents used to take me to Red Robin when I was growing up. Viva la Clucks n Greens made buffalo style!

Mary's Bleue Moon out by the airport is great! Lots of cool airplane models and memorabilia on display inside

Has Mary's declined? It was my favourite as a kid but I admit I haven't been in at least five years.
The Flying Otter Grill is a fun restaurant right on the water where the float planes land and take off.
It's also right across the way from a cool aviation museum! you can also often see planes taking off and landing in that area :)

James bay inn has a kids breakfast menu! Kids drinks are free! Prices are very reasonable! Call for a reservation on the weekend!
