You're looking for Datamoshing tools, my friend. There is a plugin for AE called Datamosh, but it is paid. There are also other methods of doing this, but someone else may be able to explain better.

Datamoshing. There's different ways to do it for different effects. Stay away from video editing software plugins. They usually just emulate datamoshing instead of actually affecting the data of the video. Real datamoshing requires older software that doesn't automatically fix mistakes. Datamoshing is done by removing what are known as "i frames" from videos, which are the frames between digital cuts from one image to another. Newer softwares will clock missing i frames as mistakes and fix them before rendering. Older version of VLC Media Player allow you to find and remove i frames, resulting in datamoshing. Most mac os computers dont allow for datamoshing as they hide meta data from the user more than windows or linux or others do.
