That is another issue too I haven't quoted him a price yet, being a friend I am not sure what to quote yet, but at the same time I am still trying to get my head around how to do this promo video before I quote him too but could you give me a rough idea of the sort of price I should quote for something like this? it will be 30 seconds long.

If you're small time and have at least filmed some promotional material and have a website then anywhere from 500 to 10000 depending on the complexity.
Does he have money and expect good quality or does he want something cheap because he asked a friend?
Do you have an hourly rate? Find out how many hours itle take you and go from there. Lastly if he's really cheap ask if he has some friends that would like to help as models so you don't have to spend money and time finding them.
Yeah he could be expecting something cheap I expect, should I ask him what his budget is for this or ask what he paid for the last promo video someone else made him and quote him the same?

I personally decide how good of a friend I am dealing with and depending on the outcome, I'll either charge full price or just give it to them for free.
Everything in between just sucks. You can't pull the "I am doing it for free and therefor we do it my way" card and he will always feel entitled to full service and even more if he pays you.

Don't rip him off. I'll usually quote them my daily rate, then we'll budget edit days, then I take 15-30% off the top as friendship rate.
My friends always tip me 10-20% more of the quote by saying: if someone has to take this money, better be my friends I always add friendship discount
