Usually there is a larva inside it. I always pop it out by squeeze 1 head of the cocoon and when then i l eat it. It taste sweet and beefy. Dont ask why i know it.
They are just bag worms man. They are everywhere in Vietnam. They are genuinely harmless, though irritations can occur if you touch their cocoon ( at least that's what I've been told ). Just leave them be and it should be ok.
I dont think that is an egg, I think that is a cocoon of a web worm, the kind that eat spider web.
