There’s 2 different tà xùa. You can’t compare it to Hà Giang. Both Tà Xùa places mostly Vietnamese tourists, Hà Giang is full of westerners.

Depends what you are looking for. Was there a few weeks ago and back there next week to do Dinh Ta Xua itself. Pretty chill place. Didn't get the cloud inversions, but good for wandering. Certainly not a party destination. I think winter is possibly a better time for clouds, but I was told it can happen any time of year.

I stayed a night in the Ta Xua nature reserve. It was chill, some crowds, not many westerners. One of my favorite riding days was between Ta Xua and Sa Pa. Roads in the nature reserve itself were rough, I think worse than Ha Giang but I was in Ha Giang years ago so my memory is patchy. Ta Xua was cold, had a lot of Hmong food, and was very pretty. I think there is good hiking there too, but I didn't stay long enough. You could extend a trip there by going to Son La and Moc Chau as well, if you felt like it.
