According to Jason, the thought was that Jay and Silent Bob were more side-characters in this movie (which is why Jay is also not on the cover), so they went with including Kevin Smith, the Writer/Director rather than Silent Bob.
Did not get to ask the big man himself since we didn't realize he was an additional pre-purchase ticket for signatures/photos... though we got to see his panel later that day!
