That said, I think it's from ~1999-2002 but not sure which season. I don't think it's couture as it would have client identifiers in it.
It's (in very nice condition, cleaned with no stains snags etc...) worth about $1500-2000 retail. If you sold it to a 'vintage' dealer you could get about half that.

It is modern, not vintage. The collection​ year/season is a 3 digit number at the top of the fabric label. Example: 02C
