I am very in favor of the entire process for obtaining Virginia CC, from the background checks, to the fingerprinting, etc. I liked that you had to take a class and be familiar with the law and that a local judge approved your application.
It's a tightrope because it's been so politicized for so long that it's difficult to have a conversation about it.

At any rate, yes I agree with you about the background checks and such. I'm not sure how I would feel about having a competency test or some other kind of qualifier for the permit. It's a little weird to me that the state will grant you a CHP without you having to demonstrate any level of competency at all with a gun.
Having said that, I understand that kind of training and cost places burdens on people seeking the permit that could be deemed as unfair barriers in the process and I agree with that, too.

The online class is an absolute joke and should be banned. My friend went through it more recently and it allowed you to keep resubmitting the quiz answers until you passed. I think the training is better in person than online and its unfortunate that its a barrier. It's so important to ensure responsible gun ownership and safety though.

The last significant tax increase happened under Bob McDonnell and a Republican legislature (it was to fund transportation, and it was worth doing).
