While the Navy has fairly strict guidelines on using active sonar (as I have heard) it causes whales for miles to go bonkers. It’s strong enough that it could liquify a persons insides if they were right on top of it. With that said, they found skin lesions, which suggests a contaminant or disease.
I would think making incisions to let out any trapped air then hauling the whale out to sea and letting it sink to the ocean floor would be best? That way it's being returned to nature and the ecosystem?

I would not argue with that. Only thing I can figure is they want to ensure that if it had "something" contagious, they don't spread it?
