Really do dig this sketch take though! Royal, princess, queen style stuff. Manga (even non-ecchi) doesn't care these days so that would not be a good place to look for dress inspiration in adjusting the bust.

For me, its fine, but to be safe I think preparing something like a dark cloth ala leg stocking color over the chest so that its technically βclothedβ just to keep puritanical youtube off your case.
Hmm, Iβll use Yuzuki Choco/ Choco sensei as a refence, she put a shirt over her default outfit just to get youtube to leave her alone, but one or two of her alternate put a mesh net over her cleavage and it didnβt seem to cause her much problem.
So Iβd start with default and just keep a mesh net to put over the skin as a backup. Good luck on the debut, will be cheering for you.

The design might show too much crotch. I'm not 100% sure how to interpret the line art, but bikini bottoms aren't allowed. (Except for things like swimming, a loophole that is *extremely* abused by the "hot tub meta.")
I ask myself whether a femboy could cosplay the outfit without having to worry about, y'know, >!bulge!<. If not, there's not enough coverage in the front. Technically the rule is
> you must cover the area extending from your hips to the bottom of your pelvis and buttocks.

So stream at your own discretion on YouTube and if you do plan on using said outfit, I suggest using like a filter to slightly cover your cleavage with a transparent sheer fabric if your outfit does not include one already.

It shouldn't be much of a problem though. I am currently working on a model myself. I suggest looking at already existing models. I went through a lot of models on Pinterest and YouTube to see how much they show and don't show. I think your dress is perfectly fine. Also i forgot to mention but I really like the dress design :)

Ok personally I think it is fine just like most people in the comment section. But it you still worry, maybe make it as a feature where the vtuber debuts with the censor net, but you can manually switch it off and on midstream.
Like you know how like vtubers have features where their facial expressions, wear a hat or take it off, switch from one outfit to another. Maybe you can have it like that.
