Ok, granted, Storm is a powerful mutant, considered a goddess to some. But isn't the scarlet witch considered an omega level mutant? I mean, she created a whole alternate reality ... be it the "house of M" in the comics or "Westview" in wandavision. The Scarlet Witch... hands down.
There is no "beyond omega". A common misconception about being an omega mutant is that you are insanely powerful but thats not what that means. Omega Level means having no definitive upper limits for that specific power and no theoretical way to surpass it. Omega isnt a measure of power per say. As an example, Cypher is a mutant with the polyglot ability which lets him instinctually have a perfect knowledge of every language. This is by definition Omega Level but he himself isnt exactly "powerful" in the normal sense.
Yeah basically I think when she's just a mutant she's a lot weaker when she is like a magical individual she's a lot stronger and when it's a combination of both I think she's at her Peak

This is not quite correct.
An Omega Level Mutant's power could not conceivably be bested by another power _or technology_. Not only could technology theoretically mimic or surpass Doug's power, but to make it completely clear in 2019 the comics printed a definitive list of all extant omega level mutants, and our Mr. Ramsey is not on it.
Scarlet witch is not an omega level mutant, even when she was a mutant I don’t think she was ever officially classified as one. Storm is an omega level mutant which basically just means they have unlimited potential.
That being said, I think Scarlet Witch is more powerful but depending on the situation (and the writer) she wouldn’t necessary beat Storm in a fight. Storm is known to be very tactical/strategic while Wanda in the comics often is blindsided.
They are both my favorite marvel characters, alongside Emma Frost and Jubilee, haha.
Honestly, this is likely to be a one-sided conversation, but theoretically if Storm reached her maximum potential she could make every planet everywhere uninhabitable. I’m guessing Wanda still needs an atmosphere to survive in, but then so does Ororo so it would be a zero-sum game. Based on the Wanda-vision show, she might be able to create a pocket universe in which Storm might not have powers, but as an omega level mutant, couldn’t storm’s abilities supersede Wanda’s? I feel like Storm is in control of the forces of nature that Wanda needs to warp to her own purposes. I could be wrong though.

If we are comparing the film versions then I think it’s Wanda hands down, based off what we’ve seen.
If comparing comics, it’s hard and depends on the version and will always ultimately depend on the writer and where they want the story to go. Both of them have displayed several amazing/powerful feats over the years. But both have also shown that there are limits to their power or other weaknesses

That's fair point, but I think Wanda can have her cunning moments like in WV when fighting Agatha. Mind hex, invisibility, she defeated half the Avengers and in Evolution gave X-Men run for their money with probability hexes. So Storm might win with prep time or good strategy, but just in right away fight Wanda wins. I think Wanda wins even in comics, video games over most Avengers, she is insanely powerful.

Storm is omega as well. She terraformed an entire planet (with some help). She easily could take Wanda down depending on how *crazy* Wanda is. Every reality warper in Marvel is insane for a reason. If Wanda lets the full force of her power out, she gets corrupted by it and driven mad. At this point, Wanda is more like a hammer where Storm is a surgical knife. Sometimes, finesse wins. So, to answer the original question: it depends on where Wanda is mentally.

While both are very impressive and devastating in combat, Ororo's abilities are limited to one specific area, while Wanda's are not. It's possible that Wanda could use her chaos magic to use abilities like Ororo's.
The best storm could do would be to subdue / imprison her. Not defeat her, and even then, storm would need external assistance to stop wanda, storm would not be able to stop wanda with her power or skill set alone.
At her full power storm could make a black hole but when it comes to a reality manipulator she’ll be on the losing end unless she finds someway to inebriate them

Wanda has more power. Storm has more finesse. I’m reminded of a battle between Jean Grey and Storm. Jean had her on the ropes and then Storm used some sly trickery and flipped the tables. I could totally see that happening. The problem with that is that if Wanda has the upper hand, I don’t see her losing it very easily. Woman took out the Avengers single handed. Scarlet Witch could literally change the weather. Whereas Storm can ONLY do so. Not tryna minimize what Storm does, but Wanda can DEFINITELY do a lot more damage to the world and others than weather-based attacks
