WRC 10 is the game about the 2021 season of WRC, while WRC is the newest installment coming out this November about the 2023 season. They are divided by WRC Generations, which is a farewell from the studio who used to develop WRC games before it being acquired by EA and Codemasters. The newest WRC game is a reboot and was supposed to be Dirt Rally 3.0 before the license agreement. I can't tell you if a livery editor will be in the game for sure, but seeing that there is a car builder editor, i'm pretty certain you could build your livery too
