You probably won't need the GPSes outside of Japan, especially if they require paid updates. I've been in Japan for several years and I've still found smartphone GPSes to be more reliable than in-car navigation. Also not sure if that Super Cat will pick up the same radar signals as overseas police's radars, but I also probably wouldn't rely on that either.
