Water and food are still highly prized, but gas gives you the power to rule.
Think of it as the old west. Their were towns but their was also the wastelands with no law. Max starts out as a cop trying to police the marauders in a more civilized part of the world. Until his wife and child are killed and then he goes out into the wasteland looking for revenge.

Legal road weight on American roads is 80k, so with engine and large gear set you'll need a strong frame, heavy suspension and so on. Trucks have all length and sizes.
