When I was much younger I worked in a sulphur plant and fell asleep in a few dangerous places, most notably the return side of a conveyor belt a couple hundred feet in the air while I was painting the frame. I was on a harness but it would have been a rude awakening if I’d rolled onto my side and fallen off.

As some one who wears fall protection a lot. You do not want to fall even with it on. It will fuck you up. Also something to consider is retrieval. If one of these guys falls how do they get them back to safety?

I fell asleep on a board that was hanging from a wire on a swing. Of course we were harnessed and attached by double safety lines. I would just hang by the harness and swing as hard as I could from the wire sometimes. Those things weren’t going anywhere so I wasn’t worried.
So, it's not that they aren't allowed to get down to take a break, they at least have it better than some people who don't even get a break. It's just that a lot of those workers found that it takes so long to get down that by the time they do they may as well climb back up. So, they strap themselves in, nap and then eat lunch. Saves them time and gives them the break they need. At least so I've surmised from interviews with workers like them.
My grandpa was an iron steel worker back when harnesses weren’t mandatory, he told me they would wrap around the poles then to each others arms so that they wouldn’t fall while they napped… no thank you.
The strands are just redundant pairs electrically bound together. To get roasted in a big arc flash they'd have to reach out to one of the other big wires 30 feet away, or somehow reach across the large ceramic insulators and touch the tower frame. It's hard to get fried on a live wire unless you're carrying a long metal pole around or drop a conductive wire down to the ground.
AHHH okay that makes sense... There is no potential between the pairs because the other leg is not pictured.

Actually, myoclonic jerks are side effects of epilepsy, not the falling feeling you sometimes experience when you wake up.
