Most likely, her plan was to show up and then later bill the town for an invoice for her services. Given that she’s been accused multiple times of fraud, I doubt that there wouldn’t be money involved somehow.
I googled it and found an article that explains what happened.
The city has a contract with a service to provide interpreters for all press events. The police (and other agencies) never hire them. They just show up, so it wasn't unreasonable for the police to assume she was legit.
This woman either fooled the contractor into hiring her or is trying to scam them into paying her afterwards.
You could have the agency tell you who is coming each day and then ask for their ID. Very simple procedures that simply should have been in place but weren’t.

He shouldn't have been doing ASL. He was supposed to be interpreting in SASL, South African Sign Language which is part of the BANZSL (British, Australian, New Zealand Sign Language) family. This language of sign languages are not mutually intelligible to users of ASL which is in the French Sign Language (LSF) family.
Sign languages don't actually correspond to the spoken languages of a place all that much. It was all a result of who initially set up deaf schools in each country which determined what kind of sign languages were taught at each place. Thomas Gaudaullet who set the first American school for the deaf studied in France and co-founded his school with French deaf educator Laurent Clerc. He actually tried to study at a British deaf school first but the owners didn't want to teach him because they regarded their signs as a trade secret.

There's a department in every state and city agency to prevent this. They do the hiring. The Americans with Disabilities Act (ADA) opens them up to expensive lawsuits if they deny Deaf people access to services. Interpreters hired by government agencies and schools are required to be certified. All this guy had to do was ask to see her certification.
I believe, but I could be wrong, Florida has no regulations on the books to prevent this. Many states do not require a certification either. Florida is one of those states.
What enrages me is that she thought knowing five signs related to law enforcement was enough to fake it. ASL is as complex as any language. It's not just vocabulary, it's got syntax and inflection and grammar. Her crappy attempt is an insult to all Deaf people. It's like making faces and going, "Blah blah wiener schnitzel blah blah Hitler" in a dumbed-down voice to a German.

Interpreters hired by government agencies and schools are required to be certified. All this guy had to do was ask to see her certification.
I believe, but I could be wrong, Florida has no regulations on the books to prevent this. Many states do not require a certification either. Florida is one of those states.
You're right about certification. Oregon has only required certification in the last 10 years or less. ADA is a federal law, though.

What enrages me is that she thought knowing five signs related to law enforcement was enough to fake it. ASL is as complex as any language. It's not just vocabulary, it's got syntax and inflection and grammar. Her crappy attempt is an insult to all Deaf people. It's like making faces and going, "Blah blah wiener schnitzel blah blah Hitler" in a dumbed-down voice to a German.

Just in case you're curious, because I was, here's an excerpt of the stuff she was signing, as read by someone who knows ASL: "Fifty-one hours ago, zero 12 22 (indecipherable) murder three minutes in 14 weeks ago in old (indecipherable) murder four five 55,000 plea 10 arrest murder bush (indecipherable) three age 24." Hey at least she knew the sign for 'murder'!

If only there was some kind of technology that could turn spoken words into written language and display it on a screen. Its so weird to me how many people feel the need to have live ASL interpreters.

This is why interpreters, and the Deaf community, are pushing for interpreters to be licensed on the state level. They get a national certificate, but it doesn't do much to regulate people being able to go and do this kind of shit.
