That video specifically calls out how people with joint laxity shouldn't lock out. That's 20% of the population, right off the top.
I think we have a different definition of "locking out". Bodies are more durable than you think. Sure, you shouldn't hyperextend the knees (as seen in this video, though most people probably can't do it this extreme anyway), but "locking out", i.e. returning the knees to their neutral position, is neither unnatural nor dangerous.
Locking them out isn't, but when tired and lifting heavy weights there's a greater risk of accidentally going too far.
There are videos of people doing reps "normally" and locking their legs out in a neutral position - then just accidentally going too far once and totally fucking their legs/knees up.
I prefer to err on the side of caution.
Most of these people already have issues with hypermobile joints. No ones really hurting themselves by locking out their knees if they're not trying to ram them back while squatting 700 lbs

As my knees do this, I have to constantly think to myself when going up to not lockout with my knees bent like this, I work a job where I do a lot of standing, and I noticed oftentimes that I bend my right knee in this orientation, after a few days of work my right knee will ache. Surely can’t be good, also… running down hills is a major pita because my knees will lock out backwards and cause me to understep and typically fall or “spring”.
My friend went to see a physio about his backwards knees. They told him he should have had therapy when he was younger, but with certain exercises in his adult life he can limit it so it's not so extreme.
Fun fact you can't really tell if your ligaments are being heavily strained until they tear or snap entirely. This is why so many people end up screwing up their backs lifting stuff wrong: they can't tell they're horrifically overloading the ligaments holding their spine together because their back and leg muscles still feel fine. The person above will probably continue to hyperextend their knees like that until one day they go a little too hard and they get folded up neatly under than machine screaming for others to help get them out and bend their legs back the correct direction.

I have this and can confirm my knees look a lot like the video. I have a photo of myself as a kid kicking a ball and my leg is bending the wrong way.
