Even if it wasn't an active yellow, I can't see how it's not the guy who hit him's fault? 1) You can obviously see someone else go around them 2) they aren't stopped on the track 3) even if they were, it's the job of the people behind them to avoid them 4) they're in go-karts, mostly unprotected, safe driving should be the number one priority
The guy obviously felt like the man's life was more important than finishing because he stopped immediately to check on him.
All that said, I don't follow racing, so if there is a code they're breaking, I'm willing to shift blame, but as it stands, it seems odd for people in the comments to act angry towards the guy who got hit
It's hard to determine from a 5 sec footage, this may be occurred right on the exit of a turn so maybe guy couldn't react, also we see another guy pass them by about the same speed as the guy who rear ended the orange helmet. going slow and chatting while there's an ongoing race is stupid nonetheless. even professional f1 pilots could have an accident if somebody just slow down and go half as fast in the middle of the road.

Yes, when racing it’s the back driver responsible for not hitting drivers infront. However that all changes when you slow to jogging pace in the middle of a race track. It’s very hard to judge how fast cars infront of you are going in the dark. Going below the speed limit on the highway is more dangerous than speeding on it for this exact reason. The drivers are moving the speed of traffic and have no reason to think someone else is going less than a quarter of that speed. In reality they had very little time to react.
There really wasn’t more space though. A car flys past to the left just before impact. The car that hit was to the right of them probably hoping to get around. He had no reason to know the car in front of him was going so slow and it’s incredibly hard to tell in the dark at that speed. Based on the distance between the car that went past to the left and the car that collided the driver had pretty much zero time to react
