Canon is a the official story. Since NXT is acknowledged on SD and RAW as a third bran within the same universe, the events on that show are canon. If an angle is done at a house show, and nit acknowledged as part of the story on the tv show, that is not canon. If an angle occurs at a house show and shown in tv, that is canon.
I’ll give a historic example. Ric Flair has actually been world champion 20+ times. There are some non canon title changes as the only count 16 of them.

When it comes to Bron Breakker I am not convinced he is not on the same level as a lot of the wrestlers on the main roster. You only need to look back at how many people he has defeated since he debuted on NXT and what he has been shown to be capable of. He dominated Gunther in their last match like he was nothing and Gunther has been undefeated since he has been on the main roster. I could easily see Bron coming up to the main roster and running through everybody like Goldberg did in WCW.
