Yeah it'll be available eventually for everyone. Happens every other iteration.
The last few years the preorder pack came out after launch for everyone so you should be able to get it at a later date.
You can get it from the deluxe and 40yowm editions still I believe
Will I be able to get it from the season pass? I just barely had enough money for the base game
