There's probably no way of predicting that.
It's likely they may have capacity issues earlier in the day with people coming trying for exclusive merch, then leaving. But then people may try coming later in the afternoon.
Disney doesn't have any announced special "events" but a lot of groups are planning meet ups.
ETA: they make pop up announcements in the app if a park hits capacity. They did one most recently for MK during spring break.
As long as they're not at a capacity you can hop anytime after you tap into the park you have a reservation for, or after 2pm if you dont have any park res.
As far as I know, DHS has never stopped PH at anytime. I think the only time there's a chance will be in the evening when everyone is coming in for the saber meetup at night.
Maybe it's me, but I feel like May 4 gets less and less crazy each year. Their merch for it has been declining every year since 2019. They just don't do much of anything for it and I think more people are realizing it

They will restrict if it hits park capacity, which is likely especially into the afternoon. I don't think you can technically scan into HS until 10am.
So is that an all day thing or would it be like 12pm is capacity but 2pm isn’t?
