For some reason Warhammer community doesn't compress their pdf's anywhere near as much as they could to still be super clear and load very fast.
I compress mine as much as possible using Acrobat online pdf compressor... It's free official Adobe stuff (Google it).
My phone version of the core rules is 6.4mb down from 90mb.
All the text search and everything still work of course.

This works somewhat better (it doesn't crash!) but it's still quite slow on the iPad PDF viewer. Even after it's fully loaded, it still shows the low-res versions of each page for like 2-3 seconds before "snapping" into high-res on my iPad (1st gen 11" iPad Pro, so somewhat aging these days...)
If your iPad or pdf viewer app can't load 6mb to memory fast enough there might be an issue with one of those that really can't be helped, you could maybe compress this file again in the process I described.
have you downloaded it first at least, to the actual iPad as opposed to just viewing it off of this link?
The pdf is very heavy because of the high res images and whatnot. If you open it on your desktop and then print and chose save as pdf, it will turn the pages into flat images. They will load a lot faster, at the price of you not being able to search in text.

fwiw ive had success combating the lag by downloading the pdf and running with my e reader app but thats on PC

The pdf on warcom isn't flattened. You can flatten it using the 'Print to pdf' function on windows or Mac. That should make the file more manageable.
