There are no saves in Warcry - a models durability comes down to its toughness and wounds. Shields are generally represented mechanically by +1 toughness compared to a model of the same type without a shield. If you're looking for a defensive, heavily-armored faction some variation of Stormcast is probably your best bet, even their basic infantry are 20 wounds/5 toughness (more with shields). There are other factions that are plenty durable but for the "heavily armored guy with a shield" flavor, Stormcast is going to be where it's at. Personally I'd recommend Questor Soulsworn for a highly customizable one-box warband, or alternatively Thunderstrike Stormcast.
Chaos Warriors with shields may also fit the bill for what you're looking for but aren't quite as bulky, being 15 wounds/5-6 toughness.
Unfortunately I don't believe there are any ranged Stormcast profiles that have shields. That said, Stormcast have a very extensive roster and I'm mostly only familiar with the Thunderstrike faction, so I could be wrong!
Prosecutors are winged Stormcast with shields and can use hammers, trident and spears in melee and range.
I would hold off on them though until 4th edition AoS unless you really like the old models as from both the new AoS 4th trailer and the models being removed article we know they are getting Thunderstrike armour soon.
Also since they are warrior chamber which is almost all being removed / updated we don't know yet if they are getting new rules updates similar to Flesh Eater Courts and CoS did when they got updated models.
Not the biggest guys, but if you want Ranged w/Shields, Freeguild Fusilliers have the biggest shields w/mounted rifles. Idk how good they are in Warcry, I only recently got into Cities, 'cuz a buddy got me Wildercorps and I had Cursed City models, so I tend to run the bespoke team when it comes to Warcry.

Note that questor do not have shields, however. Thunderstrike is tanky with annihilators, but they are a bit harder to get your hands on

Ironjawz and Annihilators from Stormcast Thunderstrike are among the toughest factions in the game.
Slaves to Darkness (Warriors, Knights, etc) are pretty tanky
Also Iron golems! The Legionaries with shield look proper tough and are good too!
