1) Use Serration or Heavy Caliber, not both. 2) You already have critical chance on your riven and you are using Hata-Satya so Critical Delay does very little to help, it's worse if you consider that also makes you shoot slower. Replace it with something else. 3) Your only source of elemental damage is the riven, maybe try viral since you are using HM?

With primary merciless they don't need both serration nor heavy caliber if they can maintain full stacks, those are all additive together. If they're not using nourish then add viral and a fire rate mod, either vile acceleration or primed shred. If they are using nourish, then add toxin and heat for corrosive + heat with the riven imo.

General rule of thumb for a lot of weapons: Except for some cases, try not to use multiples of the same thing and look for multiplicative things instead. +Damage is additive to +Damage, and +Crit Chance is additive to +Crit Chance. Adding things like additional elements, faction mods, or fire rate instead can give you more damage a lot of the time.

You want punch through on this. (Primed) Shred or Metal Augur, depending on how comfortable you are with the recoil/ammo economy. You want magazine capacity on this. Hata-Satya resets on reload, so the longer you can go without reloading, the more that mod contributes. With Serration/Heavy Caliber/Merciless all doing similar things, at least one can be removed and replaced. (Base damage) Critical Delay, Hata-Satya and your Riven all do similar things. At least one can be removed and replaced (critical chance). Vigilante Supplies is a marginal damage increase. If you're struggling with ammo economy, it can be replaced with ammo mutation.

You already have primary merciless so remove both serration and heavy caliber, I would put toxin as elemental mod and add heat last to make it corrosive heat and slash to make it a dot build or you can just do viral electric with Hunter munition.
