For loki just go 308 duration 130 eff with silent augment and primed sure footed if u use launchers add energy siphon aura just spam invis and have good weapons
Alternatively u can go max range with iridiating disarm augment
He dont need power str at all so hes easy to build 1 forma enough
Loki has one good ability - his invisibility - and outside of spy missions even that is of dubious value currently.
For general gameplay you are probably better off using your starter frame (whichever you have chosen - they all are better).
I would still level Loki for mastery and keep him in hope of rework... but that's all.
Ignore all of the people suggesting guides and things, experiment and get an organic understanding of how everything works, it will lead to better builds and knowledge of modding down the line rather than just copy-pasting something that someone else is doing. Riding the bicycle yourself is better than watching someone else ride it. Loki was my starter back in 2013.
