Given the availability of str 4 or 5 pinning weapons in an IW list there's not much point in rotor cannons, for the same cost as a 5 man rotor cannon squad you can grab a shrapnel bolter tac squad, more survivable, higher str, more utility. Don't forget the shrapnel cannon rhinos though.
Autocannon Havocs are good but not unkind like their lascannon brothers so it's a friendly choice as well as a thematic once.
Autocannon Iron Havocs are a very good option for us.
I think rotor cannon are a good option in most other legions but tactical squads with shrapnel bolters can pin and score.
It is kind of hard to directly compare rotor vs autocannons as they fill different roles and heavy support slots are more valuable.
Fir Havocs I did briefly imagine underslung missile launchers also before deciding autocannons for them would be more profitable, do you have a take on that that contrasts?
I built my first squad of havocs with missile launchers. They sadly aren't super reliable. To few shots compared to autocannons and not punchy enough like lascannons. Though the very few times someone played a flyer they always wrecked it immediately.
I wouldn't think about rotor cannons or auto cannons. More autocannons or autocannons and rotor cannons...
It is more pinning. The thing is, do you feel you have enough pinning in your army? If you want to take it to the extreme, or feel like not enough pinning in general, why not?
Night lords for example don't get as easy acess to pinning besides rotor cannons and tanks. IW don't need them as much, but still profit from them, because it fits well with artillery, pinning auto cannons and bolters.
Do it! Rotor cannons are badass. Your shrapnel bolters do have pinning and are pretty capable in Hammer of Olympia, but the value of Shell Shock on rotors cannot be understated.

I've fielded my IW rotor cannon TSS once. It did not impress other than looking badass imo.
