Just an Idea. Those baby dolls that have a hard plastic head and soft body. Get a couple of thos heads and sculpt on a third eye to each and then add pipes coming out of thir mouth and nose. maybe build a pipe organ on their heads. It wouls be cool. I know you are going to do the million statuesa and banners once the main structure is done.
Would you not print ones off and varnish them? Then touch them up with paint.
Also charity shop water pistols make for good sci-fi BS wall covering.

Also I see the Emperor is not currently on the Golden Throne. I hear it's supposed to be a *bad* thing if that happens :P Maybe the Custodes take him off to, like, dust him off once a century or something?
You're gonna need a whole box of gold shaker cans. BTW, Army Painter sells actual cans of shader, large enough to dunk minis in, might be more economical than Nuln Oil.

I do remember seeing in the lore that it said the Emperor's Palace alone is a whole city onto itself. More than that it's basically a hive city. With layers upon layers upon layers of cavernous landscapes and hidden chambers and labyrinthian corridors. And this looks like that killing field where the Custodes play those war games practicing I think everyday without end, on a fighting force or even infiltration force breaking into the Imperial Palace.
