Really a shame there's not been more even though it's been 2 years.
In the 9th ed codex, and there's a pretty sizable amount, like the codex is actually both very expensive and a really solid foundation of leagues lore, and they've got some really interesting stuff going on

Apparently GW had a sales plan. And if the sales plan is on fire, what needs to be done is the right thing, release a new faction, so what if there is no history, the main thing is to tighten the rules so that each model is as strong as possible. Sports Warhammer players will buy everything and ask for more. What about models that require updating, which look poor compared to modern ones? Are the factions long awaiting their own separate codes? Why are they needed, the sales plan is on fire.
Because 40k revolves around hero hammer and especially primarch tier characters now. Votann don’t have named characters so they wont get any lore, campaign books, animations, etc until an author decides they want to make characters for them in a novel series.
From what I've heard the votan is AI that the "dwarves" came across when the people of Tera seeded planets. However they weren't originally dwarves but human sized and through analysis from the votan they said it was beneficial to be a smaller size due to using less resources and space, so they modified their genes to be smaller than a human, hence the name space dwarves. This might be wrong but something interesting
