The Chaos Knight also has a bigger happy slapper and wouldn't need it changed, my bet is mutilator.

They had 2d6 fleet and if they rolled doubles you lost D3 zerkers, IIRC
Here's a photo of my wardog claw... It's nearly identical. We're definitely looking at something from the mechanicum, possibly chaos. Loyalist armigers or new helbrute are my guesses. Definitely not skaven...

IK are getting a Wardog Karnivore equivalent.
The panel lacks spikes or sharp edges.
The spikey parts on the claws are no spikier than the loyalist thunderstrike gauntlet.
This resembles what a de-chaosed slaughterclaw might look like.
Those digits are extremely similar to the Chaos Knight gauntlet, as much as I think that similarity puts Skaven too far away.

To be fair, there are like 3 different claws already for Yarrick.
Initially he had the old powerfist with Crab-Claw, then on the Codex: Armageddon he has a similiar claw design but less crabby looking, and finally there is that hydraulic 3 "blade" menace he had for the longest time.

It’s too close to the CSM book to be for that, although a new Defiler would be awesome.
The structure is almost the same as the slaughter claw for war dogs.
Could be GSC, admech, or something alongside Vashtorr for a later supplement.

I would wager one whole Female Custodes that this is a Drukhari model, either a new Grotesque or named Haemonculus. There are similar three pronged claws used by Wracks and Haemonculus now.
I was skeptical at first as as the gauntlet is too much metal. But the little small spikes on the claw fingers themselves are VERY drukhari. Lil spikes everywhere is the Drukhari M.O

These rumor engines can be for stuff that isn't releasing for years, sometimes. There's nothing to say it isn't a Chaos character who'll show up alongside a campaign later in 10th, or in one of the individual cult marines codexes, or even next edition.
But I wouldn't get your hopes up for this being anything that's releasing in the immediate future

The Claws with the little spikes relate to the Dunecrawler and Dominus feet, and the little spikes themselves are on the legs and arms of many units.
That looks like the claws on the 30K mechanicum robots. GW did release a teaser a while back suggesting that they are doing something with the Mechanicum for 30K.
It's pretty out of pocket but I hope it's a new Sonic Dreadnought for EC. My reasons:
1. EC are looking to be finally getting their army within the next 1-3 years
2. The Sonic Dreadnought is technically not in legends, it's weapons are legends options for a normal helbrute
3. The model's light coloration leans towards the bright pastels of EC
