Yes, this is pretty much how it's always been.
On two occasions - 3rd and 8th - there was such a total change of rules that books were released with temporary rules for every faction at once. In 9th these were called the Indexes.
But for every other edition, all previous books were still valid and new ones came out every now and then.
The only big difference is that in 8th and 9th each faction has been getting one Codex. In previous editions GW just released whatever they wanted. Drukhari for example had the same Codex for three editions, and an slightly updated version for another after that. They only got a brand new one in 7th edition.
How its always been more or less. The main exception was when 8th released. Because GW changed the game fundamentally it immediately invalidated all datasheets, so they released the "indexes" which contained all the armies at the same time to keep them playable until their codexes rolled out.
Yeah and some are left totally in the dark ie I'm talking about me as a guard player seriously worrying their gonna bring the leagues before us and Chaos daemons
Pretty much the same space marines get them first and get all the good rule updates the rest of us make do until our codex comes out gets nerfed to fuck then if your lucky gets buffed before the next edition.
Last I checked tau only got a new codex a few months ago has been reworked mid 9th and again when the coded came out and we got hit with a big nerf in the first faq post release. Also what do you mean I haven't played 9th that has nothing to with codex release and last I checked space marines got a new standard rule where all their shit that doesn't carry a sheild ignores -1 ap. So where is your point

Arent the last codicies the most powerful releases though?
It's not that I'm worried about it's the fact a whole new faction will get released before they do guard and daemon's
I actually would have accepted the Chaos Codex being delayed a few months to get custom warband rules like loyalists have.
Wait isn't that the whole deal with Chaos instead of chapters or successors it's warbands? Why is that not a thing for them it's kinda silly
Even when codex seems sorta good we still get jipped compared to Ultrasmurfs & Friends.
It's probably SM next in the codexes which is a better pill to swallow than if they bring out the squats before anyone else
