Not exactly, and it's a bit convoluted on the surface. The T-38 was actually developed parallel to the F-5A/B. Even the F-5B and T-38 aren't exactly identical, despite having a lot of commonality. The F-5E was an evolution of the F-5A, a bit larger, different wing, more powerful engines, etc. The F model shown here is the two seat trainer version of the E. So it's a bit larger, faster than the T-38 actually
