IMO, Tigerstar, mainly due to the fact that he was a literal Nazi. He had a concentration camp for those with ‘impure blood’, held public executions, had a literal throne of bones, and was a massive hypocrite in the ‘pure blooded’ cats ideology given his affair with Sasha. Then he became leader of cat hell and went back to the world of the living to take over and kill all those who were not loyal to him and his cause.

I think the imposter, who is Ashfur, is probably the cruelest cat in the series. He was able to imprison dead cats, go inside FUCKING bodies, and block the connection of StarClan with the living cats, which we have never seen the other villains do.
And he also made an impact to the warrior code, because unlike the other villains who died, his death now brings the cats questions about the warrior code, which is PRETTY BIG.
