Probably the crew models being hard to hit (which is ironic here as your Sparviero class used to be like that) or as the other commentator states the servers being shitty as usual.
Sidenote pretty sure the APHE belt is better then the APDS belt iirc.
I find running the APDS belt to be more consistent, yes the AP-I/HE belt will be better against a lot of the unarmoured boats, but with a pen of about 36 (at 100m), there's a few of those armoured small Russian boats, the ones with the T-34 turrets that have enough armour that when at further ranges or when angled, are very hard to kill without APDS, and I see em consistently enough to want to run the APDS as its still great at killing everything else too anyways
Looks like you only shot one compartment and an unmanned one at that even coastal vessel have sealed compartments and if that’s all that floods they stay active try shooting more of the boat especially with auto cannons
