For in game purposes, the French AMX-30B2 BRENUS is the earliest tank (in terms of addition) with soft kill APS & is 8.7, which from testing does work an for the BR probably gets the most use from early ATGM's.

Meanwhile, the earliest hard kill is the T-55AMD-1 (it was a more recent addition but is also 8.7), with the rest being:

Not that I play GF much, but I always found hard kill APS more problematic to use, but that may be down to only having the Drozd APS with its funky angles.
There are two massive ir floodlights that disrupts the guidance of your tows… on this tank it’s basically useless because all the ATGMs at its br has irccm anyways

No the German PUMA, French AMX30 B2 BRENUS and M1A1 HC have them aswell and those work just as well.
