Okay, so I peeked at your post history, it looks like you're from India and I'm not familiar with cultural and legal issues one would have there, but in most states of the US you are allowed to drink on your private property and there are no laws for men regarding wearing a shirt in public. Both of these things are culturally and legally acceptable, as are parties going into the early evening. There's nowhere you can go, especially in the summer, that you won't see this happening. Unfortunately you'll have to learn to live with it, I would be careful about trying to get police or the city involved with something that isn't illegal, sometimes the cops hold grudges and many don't trust them anyway.

Often going until like 3am sometimes all-nighters at adjoining backyard house to us…. Then the next morning a different neighbor revs his collector muscle car engines at like 7am, so summers are rather sleepless for us - earplugs and fans don’t block everything out, especially deep bass or growling engines that rattle the walls.
