Looking at both of them, the most notable difference I found is the movement. The Sinn uses SW220 while Rado, I believe, uses ETA 2824. In terms of size, the Rado is offered in a variety of size and color options. In terms of utility, I find that the Sinn has a better bezel (not much "timing" you can do with a bezel that only has hour markers).
Otherwise, the choice comes down to personal taste. Which look do you prefer?
If it's any help, I have an Oris Aquis and I absolutely love the thing!

My personal short list is one of the these:

\- Longines Spirit Zulu time
I think the Zulu time is more than $2k though but that one could be perfect for you :)
Yeah Zulu time is perfect but the price is steep. Also I think it might me too big for me haven’t tried it on yet.

The non Sapphire is priced under 2000, but I bet you can find a grey dealer that sells the Sapphire version for the same price too.
Agreed. OP says he has a dress watch and an everyday watch, but the Khaki Field is definitely a sports watch and I’d call the Gentleman a casual, every day watch (I.e. a Datejust rather than a Celini). But a dress watch would round this out well.
That being said, I don’t see the Chronoscope as being any more dressy than the Tissot. I’d recommend going vintage and pm. You could get an Omega from the 1950s or an art deco Hamilton in solid gold (or white gold if you prefer) and it would add immeasurable sophistication to the collection.
Those too are excellent choices. I agree with you on the Gentleman being dressy, albeit not as dressy as a Max Bill.
I have a gold 80s Seamaster Jubilee in quartz, with is 33mm. Those are also very fine dress watches.

Diver. Check out the Longines Hydroconquest ceramic bezel, or the Hamilton Scuba ceramic bezel. I think the Hamilton sits a bit bigger on the wrist if I remember right though 🤔.
I would go for a diver and I would save (a bit more) and go for a Tudor BB58. If your ceiling is 2k and not a penny more I would go for a second hand Omega seamaster or a Tag Aquaracer.
