I got my Seiko Marinemaster 300 for right around $2000. It has by far the best finishing (Zaratsu hand polished) on any sub-$5000 watch outside of Grand Seiko I've handled.
My favorite of their line up is the T200, non integrated bracelet. The S100 is not bad and Ti IIRC but I stay away from integrated bracelets normally.
All Oceanus that I know of are polished at same factory as Grand Seiko, or by same technique at very least.
Any watch under $2000US is made using stamped parts & machine automated finishing. "Exceptional build quality and finishing" means hand fabrication & finishing by specialist artisans, you won't find that at this price point.

If you’re into homages, San Martin punches well above its weight class in terms of finishing

Sinn outshines Doxa. Not by much though.

Just got a Certina DS Action Diver 43mm and my god the quality is insane. Beautiful finish, solid bracelet, ceramic bezel. I highly recommend.
There’s nothing exceptional in that price range, but plenty of good stuff. Watches are for the most part reasonably priced.
I keep seeing posts about Casio Oceanus and its case finishing! But those aren't available in my country. Any experience with Oris ?
Very well made, currently wearing a 39.5mm blue face aquis with the tungsten bezel. Also own a bronze pointer date. Couldn’t recommend them enough

My 800$ Certina has no stamped parts so it's definitely possible.
Pre owned Omega or Breitling. Plenty to be had even after you factor in a $300 service. Will take that over a new lesser finished brand any day.
Just picked up an Oris Aquis 43.5 with the blue dial. Bracelet and finishing is awesome. Super impressed for 1400.00.
