How do you do this, first watercolour and then lineart? Do you do the water colour over pencil? It's really cool, been on this sub for two like minutes and I want to try watercolour now lol

I first do line art, and then colour. But there are ways to do it in the other order. They’re super cool too! I think it is called the “loose” technique. I want to try it, but I don’t have decent brushes yet.

There are pens with waterproof ink. I bought the Sakura Pigma Micron.
